PKE Harness Short?

I have a loose spot on the dash of my newly purchased 94 and if I press down on it the horn blows! The spot is about 6 inches wide and in front of the steering column at the winshield edge. I have also been experiencing PKE problems. Do I have a wiring harness problem? And if so where do I get it fixed, I sure don't trust the local chevy guys for this.
