Gonna put my vette through its MOT soon and the parking break isnt great, I pull it on and the car still moves. Have looked at the pads and they are ok so how do i tighten the cable's, cant find an obvious place?

Suggest you try the search portion. I thought this question was raised a while back. On later vettes the e/brake is adjusted by pulling up sharply 3 times. Not sure if your year uses the same procedure.
 
If your 86 is like my 84...pull the e brake up about 2/3 of the way to on...adjust the cable adjuster, which is located between the two rear wheels...just follow the cable off the brake handle...adjust it until its hard to turn the rear wheels (while in neutral)...then you can take the e brake off and the wheels will turn easily again.
