Question: rear shaft seal - M21 Muncie 4-speed

Can I replace the shaft seal on the rear shifter linkage shaft without removing the shaft inself? The linkage is held onto the end of the shaft with a bolt, so it appears to me if I removed that, I could remove the seal and slide on a new one and gently tap it home. Getting the old seal out might be harder than it looks, but ??????
