replace fuse panel on 1981-L82

Does anyone know if this is a major task or if there is a simple way to do this? I can't seem to find any info on this anywhere. Does the whole dash need to come out?

I am not for sure but I dont think it can be done,its part of the main dash harness.To replace that ,you would have to replace all of the dash wiring.I just had to do this in a 74
