rivet installation and removal

What is the best way to remove and install rivets?
Can it be done without a rivet removal tool---or is it worth the time and cost to purchase one? Thanks for any advice or comments!--G.P.Black
 
George, can you be more specific on the type of rivet. if it's a typical blind rivet with a small dome to it, you can take a drill just slightly larger than the center hole. drill the head just enough so the head will pop off. after that tap the core out.
to install you will need a tool to replace the rivet.

Robin: I think your described procedure will probably work even though it is not "the large 1/2" diameter flat head 63-82 assembly rivet". The jack in the rear compartment storage area is secured by a "bungee type strap". The strap is secured to the floor of the compartment by a hold down plate on each side--each plate is fastened down by two rivets. I need to remove the rivets and install new hold down brackets--the brackets are rusted out.--George.

This can also be cured by putting a washer on one or both sides of the rivet. Just need a longer rivet when doing so....
