Help! Secondary fans wont shut off

My secondary fans wont shut off even when car is turned off. I resorted to pulling the fuse. Can someone give me idea why this is. Is that system controlled by ccm cause now I got sys light flashing.

Can someone give me idea why this is.

Possible the relay control wire is grounded or relay jammed in ON position.
Swap with Pri fan relay to see if anything changes

The culprit - probably solve my short problem replacing this beauty

Not sure but relay was broken so it was dangling not mounted where it should have been
