The reason the link appears dead is caused by a data corruption issue. A few weeks ago, the CAC experienced some server problems. When we got those worked out, we discovered that some of the files in the knowledgebase had been corrupted. It's been a challenge to figure out all of the ones affected, and unfortunately, this was one of them.
