The fans are controlled through the ECM. The ECM "sees" a value from the cooling temp sensor and energizes the fan relay when the temp is high enough. On OBDII system, a HyperTech Power Programmer can change the value the ECM looks for in order to energize the fan relay.
A Chevy dealer can do that but you will have to buy the Power Programmer which runs around $350 at Summit Racing. A dealer would sell them for much more. The system is designed to allow you to change some parameters (besides the fan power on temp) in the ECM but the Power Programmer will first upload the factory ECM settings to its memory before it downloads the changes. Once you use it on your car, it cannot be used on another car unless you return the factory settings to the ECM.
BTW, 224 is not necessairly that high in hot weather. The primary fan should come on around that temp and will remain on until the coolant temp drops. You can also force the secondary fan on by simply turning on the A/C.
