i was looking into those programs but it seemed to me that the obd1 is very limited on what you can change or diagnose unless you go to a dealership. obd2 on the other hand is more friendly when it comes to the everyday schmo working on his car. if im wrong let me know because im still interested in setting up one of the above mentioned programs.

The 94 has a weird hybrid of OBD, it's an OBD I system with some OBD II readouts. We have an old OBD I Snapon computer at the auto club at work which needs a special cable and adapter for the 94 vette, but it will give you BLM and IAC counts, open/closed loop indication, etc

I like your theory that it's staying in open loop. Did the onset of the problem coincide with the cold weather? Can you tap into the O2 sensor voltages and watch those to see if they're going high and low like they're supposed to in closed loop?

would you need an ohmmeter to do that? if so no i dont have one. but how expensive could they be. once i get one whats the next step? yes, this problem did appear when the outside temps started dropping.
