Suggestions why A/c fuse keeps blowing?

Was diag. the 89 Vette. Mainly the HVAC system. I did pull the codes per fsm through the a/c controls. When I got to 8 it is not showing any system failures. I decided to go back to the basics and double check the 25 amp fuse. It was blown and I replaced it with another 25. Put it in turned the car on and the fuse blew, put another in and it blew also. Looking for suggestions why it would keep doing this. The only Thing I can think of is a relay in the system is bad? Please help. :confused

Look close at the plug to the compressor. Look for a dead short.
Does the compressor even engage before the fuse blows?
