I have tried adhesive Velcro but it does not stay put. Any ideas?

They fixed this "Damn Thing" while I had the vettte at the dealership to have the rotors repainted. Do not know what they did to it and not planning to pull it down to find out, all I know is the Trim Shop fixed it.
