Yes, Among other things. The big block was an options package and included several things not found on small block cars.

Seller told me the motor and trans were taking out 15 years ago he was asking $6500 for the car i offered $4500. the car will need about $25K to $30 k of work if it was a big block car I would buy it now... but with out the motor and trans to Verify the correct engine code its just a plan 69 stingray Vette

It may or may not have been born a big block. Since the original engine and transmission are gone, their potential value went with them. Installing a replacement BB engine will not bring that back. It's still an NOM car.

On the other hand, $4-6K for a '69 might be a good deal if it's structurally sound and otherwise in good condition and complete. $30K for a full restoration is on the low side.
