water jacket question

i took the stock intake off of my 454 to replace it with an aftermarket one. i noticed that the rear water jackets are blocked on the new edelbrock intake. i then noticed that the stock was was blocked off too even though the heads are open and had coolant in them.

why would the heads have water ports but the intake be blocked off?
 
The heads can go on either side of the block, therefore they would use the other water port.
 
I believe that on a reverse flow Chevy V8 (Generation III block and later?;shrug), the cooler water returning from the radiator enters first at the cylinder heads.
 
that makese sense then, i know that my heads are not the original ones (427 heads on my 454 block) so i just wanted to make sure i didnt have a water flow problem.
