could someone tell me the difference between a weather pack ecm and a regular one thinking about getting weather pack unit thanks geo

The weather resistant type are more sealed. The four connectors on the back have a thick rubber gasket that mates to a receptacle at the connector. Also the access to the MEMCAL and "chip" has a gasket around the cover plate.

Having a '90 you should already have the weather type ECM. These are more suitable for mounting in the engine bay vs. under the dash.
