What am I missing Fog Lights?

I have an 84 with fog lights. They both dont work.
1. I checked the fuse
2. I checked the switch
3. I checked the bulbs and connectors.

I have voltage into the switch and out.
No voltage at the bulbs. What other possible connections am I missing

There is a connector on the front driverside by the bulbs. Nothing connects to it. I cannot see any mating connector available. What is this for?

I believe there is supposed to be a relay for these lamps. Can you describe the connector you mentioned?

I don't have access to a shop manual for the '84 but it sounds like someone may have removed the relay. If that's the case, you should probably find out why they removed it.

Are you aware that the fog lights don't work with headlights on bright?
The headlights have to be on dim or the park lights on. The fog lights ground through the headlights somehow.

OK found the issue

Looks like the previous owner put in a bypass for this. On the 84 the fog lights only come on with the headlights. It looks like a switch for bypassing this must have been installed. Two spades with no switch between under dash (Deep under dash) Connected these and work perfect. It was for sure done after market poorly. Thanks for help
