I have a small plug comming out from beside my right running light. It doesnt have a ac plug but more like a male female plug does anyone know if this is the coolant heater?

Might be either one of two things, 1) Your hood light has come unplugged and is dangling down there; or 2) a previous owner created a charging port for the battery.
 
A picture of the wire in question might help in identifying the item. :thumb
 
I was able to trace it down and it is a charging port. I still cant find block heater tho and reading owners manuel it says its there. Hmmmm.

I've worked on a lot of C5 and C6 Corvettes and I have yet to ever see one with a block heater, let alone a FACTORY ​installed heater!!
 
I know in 2001 that Canadian cars had one. It is in the owners manual. I am sure other years had them also. Just too lazy to look at all the OMs. Actually going to drink beer and smoke a cigar which I think will be more fun than looking in all the OMs. :beer
 
My C5 (99 Triple Black M6 Convertible) was a Canadian export and it had a block heater from the factory and it was listed in the RPO codes on the code tag.
