Is there a reason the 3:42 ratio is not offered with automatic transmissions? Something to do with the overall gearing of the automatic ?

Every engine-trans-r.e. combo has to be emissions certified. It costs big bucks to do so.

My guess is there are insufficient orders for that ratio with an auto, so GM does not want to spend the money.

I could be wrong.

Sounds plausible, but why not certify the new engine with the 3:42 instead of the 3:15? Maybe it has something to do with CAFE/gas guzzler tax limits ????

GTO automatic has 3.42 rear gear and a gas guzzler tax.

Corvette team does not want gas guzzler tax so no 3.42 rear gear with 4 speed automatic.

I envision that when the six speed or five speed automatic (whichever becomes available in a year of so...the higher rear gear axle ratio should become available.

As long as gas mileage standards don' t become more stringent.
