windshield wiper problems

I reconnected my windshield wipers and made some adjustments because they were 180 out, but i have run into a problem. When i turn the switch off the wipers still barely barely want to keep going. Is there some sort of wiper relay that i need to purchase to make them stop completely.
 
No external relay. It is an internal design. I would think you may have a bad wiper motor with some worn out internal parts that is not taking a full park set.

You can get new/rebuilt motors for less than $100, like closer to $50. You might want to just put a new one in.
 
The wiper motor is brand spankin new. It was replace after my engine bay caught fire. So i would think it would not be the motor.
