wiper door

Just put on new vaccum hoses. All work fine except the windshield wiper door. When I start the car the door opens right away and the closes in about 30 seconds. Any idea how to fix this or is it normal.

Wiper door does open when the wipers are turned on. Work great except the door opens for a moment when the car is first started, then it shuts and all works right!!

Not positive, but sounds like relay valve spring problem(if you have spring inside). Spring is weak and valve not positioning like it should when engine stops and vacuum stops. Then when car is started, vacuum brings valve back across to where it should have been, but for short period valve is in "open door" mode, meaning directing vacuum to openning side of actuator. New relay valve wouldnt hurt.
