Wipers Park at 45degree angle

I have a 99 Corvette, and the windshield wipers park at a 45 deree angle versus parking in the down position. I have checked the TSB for this problem and get many possibles, from the park tab being bent or broken to the wiper module and everything in between. After removing the wiper arm assembly and wiper module, the tab is not bent or missing. The actuator arm is straight and in tact. Has anyone had this problem before and what was the fix.

Is the spring that pushes the tab OUT broken???

Usually, the ARM itself wont engage and that creates the issue when the motor reverses.

Check that and see what you have.
