Yes. Drag strip OR road course of any length or configuration. AND... top speed (204 for the CGT; 201 for the F40). AND... outbrakes them both (along with virtually everything else). CGT is close, though.
I love BOTH those cars, but the ZR1 outperforms them in every instrumented test published by any major international media source.
Other than the "ultra-exotics" like the Veyron, CCX, etc. and individually-built component cars like an Ultima GTR or FFR GTM, the only cars that might nip it by the slightest margin are the 599 HGTE or LP670-4 SV. We'll soon see.

I agree with Wyd Opn, although I would also add that both the GT and especially the F40 are going to need one hell of a tail wind to get them to their top speeds.
