You should be able to clean out the drain hole in the bottom of the AC Evaporator housing strait up the inside of the frame at the cowl from under the car,passenger side.

If it is the floor of the vehicle, then the evaporator tube drain is plugged and needs to be cleaned as Junkie referred to. I use an air nozzle that seats into the drain tube and give it a lot of short blasts of air to clear it, but be aware that as soon as it clears there will be a LOT of water coming down at you so move away quick.

If it is water on the floor of a garage or driveway, it is normal condensation that is finding it's way out of the evaporator drain tube.
