Question: Power Steering Pump...

Not sure if mine is working or not. I talked to the guy at Advanced auto, said if the fluid is not flowing, then its not working. Checked, Fluid not flowing. Is he right? Thanks for the help.
 
P/S pumps on the C4 are notoriously weak (under extreame use, like track days) I've been through two, they no longer make new ones and rebuilds are a crap shoot (had one bad out of the box). I'm not sure how you'd tell if the fluid is "flowing" without removing the resivoir return line. Is steering hard; stiff spots when turning? Is there noise when turning wheel? Fluid leaks? Could also be the rack.

The steering is tough, seems to have some easy spots at times. No noise and no fluid leaks. I do get fluid coming out the top two pin holes in the cap. Not sure what thats from.
 
If the symptoms are evident when the fluid is cold but go away when it warms up, it would likely be "morning sickness" in the rack. If they persist when fluid is warm, there's a good chance it's the pump (those are the same symptoms mine had when it went out). If you're handy, you can do the repair yourself, I did. You'll need a pulley puller (they're pretty cheap) and a rebuilt pump should be around $150.00 the book 101 projects for your Vette has a section on changing your PS fluid which you should probably do in any case.
