Battery Cable

I noticed that my original negative battery cable was disconnected and an aftermarket was used and connected tot he engine block. I believe I have some grounding problems so I bought a new AC Delco negative cable. In addition to the battery connection, there is a short balck wire which I presume gets grounded to the chassis somewhere. There is nothing specific in the repair manuals I use. Any ideas?

If you OEM didnt have one you just cut it off.
