I had the same problem, check in the C4 General forum for my post.
Meanwhile if your cable isn't broke you can try pulling the cable itself.
Pull the hood release down and look up into the underside of it. You'll see two cable ends. Use needle nose pliers and pull on the right cable. It shoujld release the pass side hood latch. My problem turned out to be a bad cable, I just had it replaced thursday. There is also a tool sold by CAC's sponsor Mid America Motorworks for $20 something.

The mod in the CF forum looks easy and interesting. Having the Gordon Killebrew release tool is worthless unless you practie with it before you actually need it! :nono If I remember correctly , you need to turn it back and forth like a combination lock to feed it into the area and then catch it in the right place. :confused Guess I should do another dry run myself! I think the best approach is to just check the cable as a maintenance item and replace it before it goes out.:duh
