1995 PKE problem

I know this problem has been discussed before but I can't find a tread that has fixed my problem. When I purchased my corvette about a year ago it had an aftermarket alarm that was inactive. I just purchased a factory PKE remote. When I tried to program it I get to the step where you turn the key to the off position and the PKE light is supposed to flash but mine does not. I made sure that the remote was out of range, no cell phones around, I even moved my car out by the road to make sure that something in my garage was not affecting it. I am out of ideas and can really use some help with this.
 
does the car seem to reconize the remote? eg, will it open the hatch, make the lock acutator move in the doors at all when its near the car?
 
No, the car does not recognize the remote at all. I did try a new battery in the remote and it didn't help.
 
Aftermarket alarm?

Can't help wonder if the aftermarket alarm installation has rendered your PKE inoperative. Can you locate the components and examine the wiring it is attached to? That system may have been installed because the OEM PKE quit working previously.

Change the battery in the stock PKE. Try it again. The aftermarket fob should've only been programmed into the existing system on your Vette. Cause the way the passive key system is set up, I don't see how the alarm system was changed. But one never really knows what all previous owners do.
Do other info center lights light up--say, when you switch on the car? If not, it could be a bulb is out and you just don't know it. Check the fuse box. If all else fails, take your Vette to a Chevy dealer and have them check the system. Something might've been snipped or unplugged.

All of the lights that are supposed to light up on the info center do light up including the pke light. When I try to program the remote I hit the trip odo button twice then hold the fuel info button in until the PKE light comes on. This part work fine until I get to the next step of turning the key to the off position and leave the key in the ignition. This is when the light goes off and does not flash like it is supposed to.
 
Transmitter cannot be programmed

Ryhno my 93 service manual lists the diagnostic test sequence for this problem but it can get pretty involved and I am not able to attach a complete description as it covers multiple pages. The first step says to enter CCM diagnostics by grounding pin G of the ALDL then turn the key to run position. The speedometer should then display stored trouble codes. If codes 13 or 14 are displayed the next part of the test sequence is to backprobe terminal B6 of the PKE receiver with a lab scope set on one millisecond to verify receiving the 5 volt program request signal from the CCM while performing the programming routine. I'll try to work with you if you want to attempt the diagnosis but it will be difficult by e-mail, it would be way easier if you can get a service manual, let me know.
