When headlights are turned on or brake pedal is depressed the seat belt dash light and buzzer go on and gas gauge needle moves to past full. This just started and I don't know where to begin the diagnosis. I hope you have an idea.
 
I would start by checking and cleaning the grounds.

When it comes to C3s and electrical, this is always the first and best advice. :thumb

Antz81 is correct, check the ground for the rear taillight and stop lights which is probably the same ground for the fuel sending unit.
