84 Emergency brake adjustment

How do you adjust the emergency brake on an 84. When I pull the handle up, the car rolls as if the brake is not applied.
 
You have to get under the car...follow the cables back from where it comes through the floor. You will notice the cable splits, one cable goes to the left rear wheel and the other cable goes to the right rear. On this cable about midway between the two wheels is the adjustment for the cable. You also need to take the rear wheels off and adjust the shoes...that’s right, your car also has a set of break shoes for the E-brake. Adjust them with a brake spoon or a screwdriver just like the old days. Put about 3 clicks on the handle, adjust the break shoe until it just starts to rub...do the same to the other side. Now you should release the handle and the shoes should not rub. Pull up on the handle and it should hold. Remember you have a 20 year old car...you may have to take a few things apart and lubricate.
