Can the Handle on the parking brake assembly be removed by just unscrewing the Star bolt on the assembly? My handle looks bent because the latch is not touching anymore.

No

the handle pivots on a pressed in bushing, from what your describing it sounds like more of and adjustment issue. If your Rear brakes have been replaced and the proper procedure was not followed your adjuster can be way out.

Many Do not know that as the rear brakes wear the Parking Brake handle has a Adjuster ratchet, so when a fresh set of Pads are thrown in the pads cant get around the Rotor so what do they do????? AHHH they get a wrench and play with the Cable adjuster nut to get the needed clearance WRONG!!!!!!
THEY DIDN'T CAGE THE HANDLE/ADJUSTER RATCHET procedure a must

So since you have the cover off the brake ratchet make sure you still have some adjustment left in your ratchet. if your cable ball is raising out of its socket you may have a problem that requires some looking at.
