Help! A/c

Blower fans have three speeds (low, medium, and high) controlled by a resistor on the AC box under the hood. You want to check that all three speeds are working.

There are some easy things to look at but chances are that you will find that the seals around the various parts are dried out, leaking air and need to be replaced. The C3 A/C was never going to blow you out of the car even when new.
 
I spent a summer chasing down AC issues on my car (completely different year).

Here's what I did:
1) I made sure the system was charged correctly (thank you, other forum members for the help!!!).
2) The duct work is very leaky. Air was leaking from every join between 2 pieces of duct work. A couple of pieces even had holes in them that look like they had been made on the assembly line.
3) Replace the blower motor.
4) Install a later model blower motor fan. It was larger, so it moves more air. It required a spacer to be installed between the motor and the firewall.

After all of that, the AC was much better, but still not as good as a modern car.
