A howling noise

When I pushed the car back into the garage today after I took the coolant line off, I could hear a howling noise, it wasn't very loud, and when the car stopped the noise would stop. Also the every rotation or so of the tire it would feel like it was "bound" up and would release. What could the problem be with the noise and the tire??

Brake Pads worn out or wheel bearing

Brake pads were done last fall I believe... and wheel bearing shortly after I purchased the car. To check a wheel bearing you jack it up and pull on the tire at 12 and 6 correct?
