Blinking Dash

I bought a 1990 C4 in 2006. It ran perfectly. I only drove it maybe 5 times and it was then stored. The man that was storing it for me replaced the battery a couple weeks ago. I just replaced the fuel pump and now the entire dash is blinking. I have all the paperwork detailing that the entire dash was replaced right before I purchased it. My mechanics son.....who's opinion has been wrong in the past told me it needed replaced. He quoted me $450.00 for the Chevy dealer to rebuild the computer and then 7 hours labor....about $1000.00 total. someone I know with a Chevy truck with a digital dash said to reset it by disconnecting the positive battery terminal for 3 or 4 minutes then plug it back in.
It runs fantastic other than the dash. I am just trying to get it ready to sell. Thank you in advance for your opinions/suggestions
 
One of the guys at work has a 85 he told me his started blinking when it started over heating.
He said I guess it tells you something wrong pull over and take a look type warning when it flashing.

GM version of a waring light system thats something a miss.

Actually it is not one light flashing....it is everything....I can not tell how fast I am going, the mileage, or how much gas is in the tank. I know 90's are known to have issues with the electronic dash....that is why the guy that had it before me replaced it. Thank you for your reply though...I can see all the gauges and everything else looks good. I think I will take it to the Chevy dealer and just get another estimate. It worked fine when it was stored 4 years ago.
 
I assume that your mechanic was unable to retrieve any trouble codes?

Are all grounds secure, including the battery cables?

I am embarrassed to admit but I am a single woman that knows nothing about cars!!!:eyerole If I end up not selling the car I obviously need to learn more about it so I can properly maintain it.
My friends dad has owned several Vettes and he is going to look at it for me. Now that I am driving it again I am not sure I will be able to part with it......I forgot how much I loved it!!
