Can 84-96 odometers be rolled back??

Any odometer could be tampered with.

I think the question to ask would be... why would anyone roll the odometer back only 3000 miles anyway? I don't think that's enough to materially alter the value of the car. Unless there's some sort of warranty boundary or something involved?

In the absense of any such reason to do so, I'd assume that the discreptancy is just a filing mistake.

Just FYI..

When I built my V8 powered Fiero....I rolled the odometer back to Zero. Not to fool anybody (as it was already showing over 120K). I did it to have fun and keep track with the fresh miles on the fresh conversion (bearings, suspension, paint, interior, engine, trans....etc).

When I sold it, I disclosed "Odometer Discrepancy" on the title. The buyer loved the fact I had rolled it because it helped him also see how much it had been used since I put it back on the road.

Heck...I might roll it back on my 85 for the same giggles and grins. The fact I just bought it back and am giving it a new lease on life is worth something!
 
We repair clusters daily and about 50% of the 84-89 cluster odometers have been tampered with, and-no, if there are no external signs that they have been tampered with. I would suspect that nearly all of the "really nice" 90-96 cars sold by dealers have a new computer with new miles (the miles are not stored in the cluster). For the C-5 cars it takes 2 seconds to reflash the mileage in the cluster.
My advice is to know your seller, if possible, and to use Carfax with a grain of salt-because it's not perfect either. You should really study the car closely before you look at the odometer. I personally would take a high mileage unmolested car over a low mileage rebuilt wreck.
 
Further on this subject, I want to roll my odometer miles UP...not DOWN. Reason is my 1990 has only 50,000 miles on it and the ECM packed it in. The dealer replaced it but the new one has 0 miles on it...hardly believable to anyone!
I do have all supporting historical invoices to prove the real mileage, but it might raise suspicions from some if and when I go to sell the car.
The dealer told me that it was impossible to change the odometer but he would supply me with some kind of tag or sticker that would note total mileage.

BUT, I want the original mileage to show...any ideas?

Any GM dealer can program your mileage, BUT you only can drive 50 miles after installing your new ECM. If it is not reset in the 50 mile window it will lock in at 0 and you will have to buy a new ECM and start over.
