Caulk?

I am embarking on a repair job to the rear lower part of the quarter panel just behind the door. There seems to be a kind of caulk that is in between this part and the door jamb. Does anyone know what it is?

I think that its epoxy adhesive that the panel is held on with.

Thanks for the response SoLow.

Even in the gap that would be there between the pieces? What I mean is the crack has a buildup that looks like butal caulk you would use on a tub, but is painted and stiff.
