Dash A/C vents

Guys,
How difficult is it to remove the center console and dash to check why I am not getting air flow from my upper dash a/c vents.
I have a 1981.
 
Leave the center cluster installed. Do you have the AIM (assembly instruction manual)? Check the vacuum actuator down near your feet. It opens/closes to direct air to the defroster duct or the center vents for AC. Sounds like it is not opening when it should. Can you hear the hissing sound of a vacuum leak?

I had all kinds of stuff done to my 76 to get it to blow better. The biggest impact was blowing out the heater core. 30 years of garbage built up in it. Not much air flowing through it.
