Question: Fog lights

[WLS Ruby 93]

I have a 1998 Coupe which I bought used in February and the fog lights do not work. I checked the bulbs in a test socket and they work then I replaced the fuse and the relay but still no lights.

I realize the parking lights or low beam headlights must be on for them to work.

Is there a way to check the wiring for continuity from the right side fuse panel under the hood to the bulb sockets? The wiring path is not obvious to me; is there a hidden wiring path to follow somewhere?
