Ground Up Restoration:92 auto c4 w/200k+ miles!?

I have had this 92 vette of mine parked for 1 year. Now with time and motivation I plan on completly restoring everything in this car.

My problem comes from I don't know where in the world to start. Right now I am having problems w/the car starting also. When I turn the key I hear one click and then nothing. After several tries it may start and finally kick over. Also my battery keeps getting drained. I think my viper alarm has a short in it somewhere, draining the battery? I found a frayed cut wire near my siren (behind the battery compartment).

Anyways, I've started degreasing the engine compartment w/simple green, and the front wheel wells. I also plan on doing all the major stuff when I get to it. I just don't know where to start. Any ideas would be greatly appreciated. I have another daily driver and plan on doing all the perf. mods that I can over time, so I dont mind the car being parked on jack stands.

Is there a checklist of some sort that I can start at and then work my way down?

I guess Im looking for someone to help me get a plan together...if someone can tell me "Ok, this will get the car running...now I would start here...then I would do this...then that." That sort of thing. I really thank all of you for any time and attention to my problem. I really look forward to getting a lot of practice and knowledge on the ins and outs of my vette. Gracias
 
I think you need to come up with where you want the car to be in the end.

do you want a performance machine? or do you just want the car to be 'restored' with a few mods? or an all out show car?

The best suggestion I have for you is to get a goal, then we can figure out what it will take to get you there. If you are looking to get the car running as fast as possible, it has a far different path than getting a full restoration:)
 
Sorry for not being clear, and thanks for offering some help...

Ok, I would like the car to end up restored (ie new carpets, seats, A/C, weatherstipping, all the esthetic stuff: like loose door panel, door handle and lock on passenger side needs to be fixed) w/performance mods like cold air induction K&N, magnaflow exhaust, drilled rotors, better calipers, performance chip: which one?, wires & plugs: any recommendation?, injectors etc.

I guess I'd like to start with what I can learn and do in my garage, get it in good working shape, then maybe do major mods ilike a supercharger way down the road.

Again, I'd like to first get the car running ---> Make sure it isn't overheating, do overall tuneup.

Next-->After I can drive it again, start with the performance upgrades and all of the detailing.
