Does the dash need to be removed or is the switch accessable by removing the speedo/tach cluster?

it would help if the dash out or the very least pulled forward.

It helps to pull the speedo/tach, some people with small and limber hands have managed to stick them all the way up there and work it out, but i'd recommend to pull the speedo/tach unit forward to get your hand into that area from the side.
