Hello my people! I need headlight help for my '99

Hello, I recently took my '99 vette to the shop to have a light bulb replaced and the ABS breaks checked. When the shop was done with my car, they informed me that one of my headlights wasn't working and it would cost 2k to fix, as they felt i should replace the whole assembly (pretty sure they are trying to scam me). It worked fine when i took it in. Actually it does work, sort of. when i turn the lights on, they both pop up as normal so the motor is working, but then immediately the passenger side light slams closed. Im thinking that maybe they did something to it when they were changing the bulb on the daytime running lights underneath. Any ideas or a cheaper fix or something i can do myself?

When the RH side (pass) slams shut is the head light turned off then? And I wanted to add the day time running lights should have nothing to do with the head lamps not working either! I guess this all may boil down to the process of elimination. I am interesting to hear what others say about it. Did you try the mode where you can open the headlamps and the lights are not on but the lights are open; used for clean the head lamps.
