Pull a vacuum hose off and see what happens.... high steady idle. Isn't that a vacuum leak ? It seems to me the IAC is a controlled leak.

Exactly correct...IAC = electronic controlled "vacuum leak" (by the PCM/ECM)
Another "vacuum leak" the throttle blades themselves controlled by....the drivers foot.
