At the minimum you will need to clean the TB. Do a search on the TB and the IAC and you will find several threads that walk you through it. Have a look at this as well.
The shaft for the butterflies will wear the TB housing allowing air to pass by when the throttle is closed. When this happens it is impossible to adjust the idle. Grab the throttle lever and try to wiggle it around. If there is any play in it this is the problem. The only solution for a worn TB is to replace it with a new or refurbished one. Most of the refurbished ones are bored out to about 52mm and have sealed bearings installed on the shaft making them much better than the GM original.
