Question: Is this power assist cylinder rebuildable?

I am in the process of rebuilding my power steering system. I got my power cylinder off and cleaned off some of the 10 pounds of sludge only to find the end of the shaft looking like this:

Is this cylinder worth rebuilding and using? Can the shaft be straightened or should I just start from a new cylinder?
