With the stock programming for the cooling fans, they do not turn on until the temp is near 230. However, if the AC is on, one of the cooling fans is on all the time.
So, if you are seeing temps in the 220-230 range when in traffic and the AC is off, this is normal. With the AC on, the temps should stay lower since one of the fans should be on.
For someone used to seeing lower temps like your 68, this seems a little odd.
Still, you need to check your radiator often for trash. The 'belly breather' that the C4 (and C5) is, is notorious for picking up plastic bags and other stuff which could cause temp problems.
