Passenger side injectors not firing

I have an 86 TPI vette only running on the driver's side bank of injectors. I have 12.5 volts at all connections with key on. When I jump a hot wire from battery to number 8 injector I can get the other 3 injectors on that bank to fire and car runs much better but is actually quite smooth just running on the driver's side bank. IF there is voltage to the injectors when the key is turned on, shouldn't they be firing without the jump? When car is running, I have 13.9 volts at the injectors and I can even pull one injector off of the other side and run it on 3. Starts getting a little rough then. Electronics is not my thing, but I have some skill in testing out simple problems. Any help is appreciated. Don't want to run this with a jumper wire and only on 7 cylinders all the time. Thanks
 
No factory service manual

Do you have a factory service manual?

No, I just have a haynes which is about useless for anything technical. Just seems odd I can jump power to number 8 injector and get the others to fire. The same terminal I am applying power to shows -12.5 with key on and -13.9 while running. I did read that if one of the injectors was bad, the others may not work but don't they each have their own power wire? I do not have a noid light made to check, but will see about putting one together today.
 
Check the ohms on each injector , should be about 16 if you have one that is really low it will cause to much current and I think the ECM shuts down the bank to protect itself.
All injectors on one bank pulse at the same time.

Checked Ohms

I checked ohms on each injector - all read 15. On the driver's side I have 12 volts on one side and 13.5 on the other. On the passenger side I have 13.5 volts on both sides of injector wiring. They will still fire when I jump from the battery to one side of the injector wiring on the passenger side except of course the one I have pulled to jump power to them.
