Rebuilt rack prob's

I put an A/C Delco rebuilt rack on my '96 from an online retailer. Had it aligned, 3 days later I find a big puddle of steering fluid on the floor under the left tire. I jacked it up and noted that the alignment tech had twisted up left inner tie rod boot a couple of rounds when he adjusted it. I can only find plastic replacements btw.

My question is should it have leaked all over the place even if it did have a rip in the boot? Does the boot hold power steering fluid inside it and keep it from leaking out?
