Seat Belt Timer wiring

I have 76 corvette. The seat belt stays on even when the seat belts are fastened. From looking through the posts on this subject I've determined that this year does not have a weight sensor but has a timer unit under the dash. I went and picked up a used replacement but I still have the same problem. The timer is a silver cylindrical shape with 3 prongs coming from the bottom. My question is about the receiver this plugs into. I noticed that there is another slot with a contact that is not currently used right next to the slots that the timer goes into. Should another wire be plugged into this, possibly a ground? I've looked in Chiltons, Haynes and the assembly manual but I don't see anything with this much detail. I thought I would try to fix this correctly but as a last resort I can remove the timer and the light goes out.
