Shock question

My rear shocks show signs of leaking. In order to replace the bilstien air shocks, is it also necessary to replace the actuator? What does the actuator do? Is there one for each shock?
 
If the actuators are operational, no codes, they shud be OK. As far as the shocks go, according to the manual, a light film of oil is no problem, however, any oil dropl is unacceptable.

There is one actuator for each shock. They adjust the damper valving depending on what setting you select
on the ride control switch.
