Tranny question

If I step on it in first gear (th 350 Auto) she winds up and doesnt wanna shift into second. As soon as i back off the accelerator she goes into second... She shifts ok under normal and hard acceleration but if i floor it she dont wanna shift.... ??? Modulator Valve??

Could be a vacuum leak to the modulator. Vacuum is at it's lowest when the carb is wide open.
