I have a 1977 Corvette with turn signal issues. Do the fuses regulate both the right and left turn signal's? I have the left the driver side working, but the passenger side directional doesn't.

Bulb lights up but doesn't work. Are there two separate fuses? One for each side?

check the bulbs on that side,
when they light and don't blink, indicates a bad bulb.
check the filament to see if its detached.or broken.

There should be one fuse for the 4 way flasher, and one fuse for the turn signal flasher, but not separate fuses for left and right. As suggested check the bulbs and make sure that they are the correct bulbs. The sockets need a good ground so make sure that that is good. Always check the turn signals or stop lights with the parking lights on to make sure that the individual circuits are working properly.
