what to check automatic trans 84 vette problems

I just bought a 84 vette, clusterlights worked then went out,bought haynes manual and also read Mr. Goldens check list for cluster light problems. The haynes manual lacks a lot on information. checked grounds, pulled dash out, replaced headlight switch, this did not correct. Then the lights at the turn signal that stay on went off but i still have turn lights and the interior signals properly. Now to my main problem after doing this, the automatic transmission is not upshifting. I suspect that it is electrical but dont know where to start checking. I was a pretty good mechanic until I bought the vette. and the haynes is no help. Hope one of you guys out there can help. I figger to just take the car to an auto electric shop to fix the dash lights, I have rebuilt TH350 automatic so could replace the govener on this 700 but I suspect electrical problems. as that was where I was before the trans stopped shifting.
 
For some of the things you are working on the factory manual is no better. In many cases, it too only covers unit replacement.

The upshifting problem is typically a modulator not getting vacuum. Are you sure you did not knock off a vacuum line somewhere during all this work?

If it's not the modulator or low fluid, the next step will be to test pressures if you have the gear to do that with.

Although I'm certified on automatic transmissions I have very little experience beyond the basics.

It was the govenor, changed it out now works fine. Thanks for the reply.
